No it was just what when the eastern and southern Oromo regions were conquered, the government simply extended their existing provinces into our territory when they acquired it.Waxaan ku weydiiyaa did oromo only historically reach the west side of hararge and bale and sidamoif so then this "somali region" has been flawed from the start
The Geography based provinces were the worse they would put all the tribes that hate each other under one administration.

Actually in hindsight it seems that Ethiopia was sliding towards Ethnic Federalism for a century. First post-ww2 they make the first provincial maps based not on pure geography and ease to administer but to maximize Amharic power and minimize non-amharic power (eg: giving Agaw lasta and Afar Danakil to Amhara Wollo)That's what made Ethiopia fun.... also shout out to Ethnic Federalism, really nerfed the Amharas.
also Shout out to the Amharas I just re-looked at this map and the Oromos really have 1 province to themselves, they have to share like 7 other provinces
The provinces before ww2 were better tho, real 'geography' provinces (the 1942-1974 provinces seem to have the purpose of maximizing Amharic power)
