Whens the last time the war against AS was engaged? Were they not saying that by this time we'd be on phase 2 and be in the south? It seems to me that this stop/start nature has done nothing to prove to the international government that we can fend for ourselves.

Ready or not isn't a issue. People are simply lazy. They want to sit around and have victories but they fold at the slightest defeat. At this point I'd be willing to propose bombing runs on all strongholds of shabaab. The gloves have to come off since innocent people will continue to be killed.
