You could’ve used this argument during the time of the prophet when he called you pledge of allegiance to him. In fact many did use this argument, which is that its impossible to unite all the different tribes of arabia and even if they were united there would be civil war after. In fact they were right, there was civil war after and it’s called the “ridda wars” do some research. But that still didn’t stop the sahabah (May Allah be pleased with them) from going forth with striving to unite the Muslims under one state.
