You are right reer qardhood refused the capital allocation by Abdillahi Yusuf on the premise 'dooni mayno dadyow kale in aan martigelino' they prefer being 'hillbillies and everyone knowing everyone' lol. I think they had 'fears' of Bosaso becoming Qardho. Qardho missed a great opportunity to be capital, that's when the capital was put up to an election in Garowe.

But behind the scenes everyone thought Qardho would take it, but they refused. Garowe bounced on it using Bosaso is unlivable 12 months of the year, it's only livable 9 months of the year, while 3 month everyone has to flee the 'heatwave'. Plus the location of Garowe being accessible to Qardho-Bosaso on the northern road, Galkacyo-Burtinle on the southern high-way, then Las anod and Tukaraq from Sool.
