Not all madhabs agree on that. However Somalis are shafi'i and they don't usually allow it

Furthermore, permission is needed from her Mahram.

There are stringent laws, none of which allow for secret marriage.

You don't necessarily have to announce it to society and your 5th cousins and everyone it's something that you keep to yourself lol. It's very common in London and I know some people who have taken part in this mostly Somalis and Pakis.
