Would be hard to generate jobs when there's no rule of law for businesses.
You'll get taxed at both ends by FGZ and AS or some other clan militia.
Everything will be overpriced because of a lack of economies of scale since none would want to build large factories there.

One peaceful alternative option is give away a special administration zone to another sovereign ally who could circumvent the sanctions legally since the land wouldn't be part of Somalia temporarily.
In return they get taxes and we'll have a secure zone to invest in.
Surrounding areas would become more valuable and the businesses located there would have an incentive to fund security themselves.
Would be a lot easier with a modern military just next door to help with intelligence.
Once there are enough Somali millionaires they'll pressure the government to enforce rule of law to secure their assets like it's being done in the rest of the world.
If you left it to the politicians in the West it'll soon revert back to the dark ages if it granted them more power.

Lifting the arms embargo from the FGS will immediately lead to civil war. It would upset the balance of power that has been achieved between the clans. The SNA is a clan militia and deserves to be treated like what it is. Until the FGS manages to staff the SNA, and distributes it over bases all across the country, the embargo should no be lifted.
SNA is a clan militia because that's all FGS is able to convince to join them.
It's like the chicken and egg problem.
No one would join them unless they have a better chance and they won't have one without others joining them.

In reality what's most likely to happen is the leadership realizing they have a chance at ruling all of Somalia with this opportunity so would balance out the clans in SNA. Only way they'll have a mandate over the whole country.
Right now they have no incentives or the leverage to deal with a multiparty SNA.
Sooner or later the power would go from the winning clan to it's leadership and finally to the elites in the new government from all the country.

Al shabaab is a western creation like isis and the taliban. Somalia is stoo strategic and has enemies all over the west and in the gulf that do not want us the youth to end qabilism and unite to compete with regions like the gulf, that are filled with unimaginative and useless backwards individuals that can't handle competition and would rather arm terrorist cells to keep us unstable. Somalia will die in 2030 if something drastic is not done to combat our issues.
The UK is an enemy and wants to keep somalia in chains to ensure kenya is safe, ethiopia has the same desires because we give them nightmares. Somalia can control the indian ocean and dominate it if we are allowed to develop and unstoppable navy and our ports are used to compete in the region to choke out other rival ports. Also a strong muslim nation would be a bad thing for the west since they spent the majority of the 21'st century trying to undermine muslim autority in their countries unless they happened to be puppets for the west.
The only way for somalia to prosper is for the youth to tell the old men to put down their guns and step aside. We can only move forward if we each develop our own regions, stop trying to steal each others clan region resources (most ppl fight for their resources when threatened) and reconcile our youth so they can form a secret society that controls the country from the shadows and appoints their loyal followers as key leaders from each region so that our next generation of regional leaders can all fight for the same dream that unites them.
