Some of the shit you write is confusing and can be misinterpreted.

About the mou, I never claimed there was an mou for the 4 ports but rather that it was planned by that regime and it ultimately failed. He thought he could pull a baydhabo or even worse with the ethiopian troops that were going to be stationed there across the country.
