That program was approved a long time ago. Long before the creation of WB. It will take time to have WB included in projects that were budgeted prior to FGS recognition of WB. It is possible that the dirty iidoor Cige is dragging his feet, but I don't think that is the main reason.

This is also not an argument against the establishment of WB. It makes no sense to say: FGS is blocking aid to WB, so WB should not exist.
