The only way the FGS could sideline Puntland is to block it from receiving its share of international aid.
This would mean that Somaliland, which has declared secession from Somalia, gets better treatment from the FGS than Puntland which is anti secession. Somaliland has a longstanding deal with the FGS where it receives it share of aid directly. Over the past 10 years, HSM and Farmaajo have rarely fucked with this setup. However, they have often punished Puntland for its political decisions by refusing to authorize various aid projects. A secessionist state gets better treatment than the state that refused to secede and helped setup the central gov.
Also, the quality of institution created by the federal government will always be lower than if Puntland had itself created its own local versions. The levels of corruption in the south will always be higher than in Puntland, and the staffing of these federal institutions will always be based on 4.5 not on merit.
You are asking Puntland to do things that would lock in slow political and economic development out of pure spite.

I really doubt the same madobe that fought tooth and nail to keep both the port and the aiport in kismaayo against hsm in 2013 will easily hand it over to him even though he's probably the most armed state in Somalia today.

Somaliland is very clear on where they stand on. They've said multiple times they want nothing to do with the FGS and do not even recognize their authority. They act like it and they get that treatment. Puntland is far worse, they act exactly like SL while they want to partake in FGS decision making and even actively sabotage many agreements and consensus reached by Southern states. Xamar is way too soft on PL and if this continues, FGS will lose all cedibility.

They should reach an agreement under potentially a more agreeable PL President. Hope someone like Omar Sharmarke comes in as PL President. I would bet Diyaano would be more likely to sign up what JL, KG, GM, HS have this week.

We have been hearing this stories of jl handing Port and airport to fgs since 2013. HSM would rather bribe his hg compatriots than send millions to madobe every month for the port. Madobe has hungry demoralized ( last 5 years ) troops and close families in kismaayo to feed he’s not like gudoomiye xaaf or Shariif sakiin who walked away with few millions and left.
Madoobe Isn't some miskiin illiterate to hand over the only source of income for Jubaland to the mafia in Moqadisho. I trust his judgement that he knows exactly what he signed, It's a short term leverage and potentially deny it later because the FGM didn't hold their end of the deal . Madoobe knows that He's not in good terms with Deni at the moment, so he just playing for the short term goals.

The Hawiye brain i know is working full time to bring Jubaland under it's HAG umbrella, just like the JVA days. They are seeking economic dominance over the strategic Kisamyo port and once that happens, it's game over for you guys.
JVA is possible with marehan and hag partnership plus a divided OG. The later is impossible hag knows how to fight clean with OG unlike the daarood who instigate between the OG clans turning them into pro Hawiye vs pro daarood Ogaden civil war.

This is the IC wanting centralise Somalia to get access to loans and expect them to find a way to pay them back as the FGS would have larger revenues by having control of more than Xamar economically. Very little to do with HAG imo.
HSM won’t have a choice over how funds are split. He won’t get to use those loans to bribe his HG allies.
Also IC quickly sanction anyone who backs out of these sorts of deals. Both FGS and FMS will have to honour them.
