Sheikh Al Islam Ibn Taymiyyah said:
Hating on the Arabs and their enmity is Kufr or could lead to Kufr because among them is the Messenger of God ﷺ and the majority of his companions; it implies that they are better than others and that their love is the reason for the strength of faith. Omar Bin Al Khattab when he compiled the Diwan Al-Ataa, wrote people according to their genealogy. So he started with the closest relative to the Messenger of God ﷺ and when all the Arabs had passed, he mentioned the non-Arabs. This is how the Diwan was during the era of the Rashidun Caliphs, Umayyads and the Abbasids until the matter changed after that.
