The government honestly doesn't care for the best interests of its people, in low-income subsidized communities majority of people are law abiding citizens it is the small percentage of people who commit 90% of the crimes. The no snitching policy is what harms these neighborhoods, and in Canada they let repeat offenders out easily especially ones under 18. The pervasive culture of wanting to be a gangster is encouraged in these low income neighborhoods. You have these good for nothings who brag about shooting innocent civilians in songs. I heard of a couple of cold-cases that occurred to young Somali men in Canada who had clean-records and were educated, their killers are still roaming the streets.
