If we even managed 10% of what they've done, we would be the most powerful country in Africa and the Middle East in an instant.

If we say that the Somali Peninsula as a whole has 35 million, we have 1,750,000 people to select if we assume this is the 5% that will be most suitable. 1.75 million people is more than enough to do the job.
