What has citizenship got to do with identification?
There many people in many countries who are citizens that don't have any form of identification.
This is just politics particularly an attempt to impose central authority over federal states and an attempt to impose soveriengty claims.
And as others have claimed a money grab.
Those people in other countries have some form of identification. The Somali government issued ID cards so that they can identify every citizen in the country and have information on them. How can they govern or even collect taxes from people otherwise? How can they even hold elections?
Without an ID the Somali passport is useless. An Ethiopian or any random African can claim Somali. Money sent home is flagged as potential illicit transfer. Services do not reach the intended beneficiaries
ID will improve security, services and lower corruption. IDs allow the government to know who lives where, so they can plan infrastructure, education, healthcare, and collect taxes fairly. It will even reduce fraud and make it harder for non-citizens or criminals to exploit gaps.
They are tackling something important.

No, they can not. Hamse Abdi Barre made this clear. According to HSM and Hamse, Somalis from Galbeed are Ethiopians.

Where? Because under the Somali law a Somali from Galbeed (historically part of the Greater Somali country) can be eligible for Somali citizenship if they have Somali parentage/ancestry, under Somalia’s nationality law.
The law grants citizenship by descent, so people of Somali origin even if born outside Somalia can usually claim Somali citizenship.

ID is used for a lot of things but maybe you missed the point completely.
HSM is saying he is going to revoke citizenship for dual nationality holders or he is saying his ID is citizenship.
You’re right, ID proves identity and records recognition by the state, but citizenship is a legal status acquired under the law. Basically an ID card is evidence of citizenship, not citizenship itself.
ID documents don’t create nationality , they just help people demonstrate it so they can access passports, services, and rights.
Whether you recognize HSM or the FGS doesn’t change reality , the world recognizes only the Federal Republic of Somalia.
Those who get the national ID will be the ones who can access its benefits, travel freely, and be treated as Somali citizens internationally. Refusing it only isolates people and closes doors for them.
FGS offers nothing and we’re doing fine without them, this is nothing more than a mashruuc racket harming the very supporters of FGS/unionism. Once again HSM has harmed those most sympathetic to his cause.

You might feel fine without the FGS now, but international systems don’t work on feelings , they work on recognition.
Only Somalia is recognized as a state, so its ID will be the gateway to passports, banking, scholarships, visas, and global services. Those who reject it may be ‘fine’ locally, but they’ll be invisible internationally , that’s the isolation I mean

HSM is depriving citizenship to dual nationals (diaspora) without Somali ID which might be legal under international law because they will still have a nationality (or he is conflating denial of service with deprivation of citizenship). It would probably be illegal to deprive locals without ID because they would be left without nationality.
No one is being stripped of their Somali citizenship , the ID is just a way to verify it, not replace it.
Citizenship comes from the law, not from the card. Denying services without an ID is about administration, not erasing nationality, and people can still prove their Somali citizenship through ancestry or documentation to get the ID. This strengthens citizenship ,it doesn’t take it away
