There is no national plan to defeat Alshabab. An offensive implies strategic planning and clear goals. The current government is instead extremely reactive and content with the status quo.

Shabaab can only recruits smaller clans now. They can be defeated. We need to turn the Shabaab war into a qabiilist one. They already are despised by HG, AG. Turning them against Murusade and Duduble would see them collapse in central Somalia and RX the South
