Simply put. Those who oppose finishing the constitution aside from few genuinely concerned individuals are mainly selfish politicians and powers that may be both domestic and foreign who are hell bent on keeping South Somalia a desolate shithole.
Believe it or not that is exactly what Meles Zenawi's provisional constitution does, promote corruption and mismanagement with zero accountability and it is by design. Whoever wants to get rid of it should be supported not shunned.

The constitution has measures that centralize power in Xamar. Federalists are angry about this because they want their states to keep their autonomy.

Is Xamar the whole of Somalia. What does it mean if 100 people do a protest in Xamar.
In order to finalize the Somali constitution, the federal gov needs to negotiate on key matters with the federal states. Xasan Sheekh does not want to seriously negotiate with Puntland because he knows he will lose.
Puntland will make strong arguments against:
- Moving away from a divided executive (President&PM) to a unitary executive model (President&VP).
- Limiting political parties to 2 instead of having a multiparty democracy.
- Changing the presidential term to 5 years from current 4 years.
- Changing vast portions of the existing constitution, often using less clear wording.
- Having the FGS run state/local elections.
- Giving the FGS powers over education, health, transportation, commerce etc… that are not in the current constitution.
- Many many other objections.
He is begining to lose the confidence of MPs already so none of this is likely to happen.
