Sanaag/Heyland destiny will change when the road is done, they suffered the isolation effect similar to 'gardafu'. Access infrastructure(roads, airports, etc) is the biggest priority for both those regions.

U shud just care about ur own region, charity starts at home not at 'mogadishu'. Focus on important development indicators such as;

1. Quality primary/secondary/university schooling to create human capital
2. Universal Health access/coverage
3. Universal Clean/Treated water
4. Infrastructure access and coverage
5. Job creation and inviting investors
