Firstly, would the control be in the hands of the clan leader/elder (No clue how clan hierarchy works) or can anyone in the clan reap the rewards? Secondly, is this federal law or just some Somali shenanigans at play?

@Bohol beesha should develop the roads/port with the money and invite ground surveyors.


The entire Sanaag region doesn't have a airport or port so it will take a while. Plus it doesn't gets fair share of the international aid money to north Somalia (one of the reasons I oppose Somaliland region).

If the clan is more organized, the elders control it. If the clan is in disarray, any member of the clan with a gun controls it.
