There is no fed state being created for dhulbahante. Simply according to the constitution of the fsg you need 2 gobols. Dhulbahante make up the majority of the sool in population and degmo but other clans also have degmo in sool.
Sanaag was made 3 degmo by siad barre 2 are isaaq and 1 darood so sanaag will always go with isaaq as they make up the majority of the population and degmo. Buuhodle is in togdheer and the wider degmo is shared with HJ so impossible under the constitution.
The most that can be done is joining sool with puntland but that will never happen.
More importantly it will never be able to get passed through the parliament. 61 Dir mps will refuse so will hawiye who will not accept another darood state and neither will raxanweyn.

Galmudug consists of 1 region and half (Galgaduud and South/central Mudug). It is a good example 1 region and half is possible.

Never say never. Clan interests come first in large parts of Somalia, if they were offered a rotational regional President it is possible.

Puntland predates the making of the federal constitution though. Mudug is a divided region politically and clan wise like wise Sanaag is a divided region politically and clan wise so a exception will be made most likely.
Would your people in sanaag join a federal state with reer sool? Are they open to it?

All options are on the table. Politically you got to be flexible which is something Gen Caare proved he made multiple allies in a short span.
