Previous Garoowe meeting like the famous Garoowe Principles (Garoowe I and II) established the FGS such as the constitution (adoption), political structure of the country two parliaments upper and lower (people's) chamber, number of parliament (lower) to be 275 from 550, status of Mogadishu as capital and adoption of creation of Federal States as 2004 charter dictates and establishing that Puntland is the first member State of FGS.
