NGOs and AID groups are a thriving business and without costumers (people who suffer from draughts and poverty) they wont make any money. This is why you never see them deal with the problem itself as they would lose their valuable resource and in turn not obtain any ""funding"" to continue their vicious cycle.

The government infact has already called BS on the drought as its been a very good rain season in Somalia this year.
