Why are you blaming Djibouti cisse then ? they are the majority there and rule Djibouti the same way Isaaq rules the SL or OG rules the DDSI because the numbers talks.
Furthermore when it comes to discrimination, on average Cissa are the least discriminatory people among the Somali, reason why you will find almost all Northern Somali clans in Djibouti (Issaq, Gadabursi, MJ and so on) living peacefully and minding their business.
Regarding the beef against Afar both clans had been fighting each other for centuries but now the game changing factor is the Endf and Ethiopian central government siding each time with Afar and even helping them by arming them.

Djibouti is 40% afar and 60% somali by population and isse is not 60% if you split that 60 you will have different clans in there. So they deff not majority

Even if they dont border them majority of liyu is OG and those liyu are guarding all the somali region in ethiopia and not once has the afar liyu attacked the OG liyu. Amhara doesnt border any somali clan but they have attacked somalis same with tigrays
Djibouti is now in the 1980s somalia stage. 1 guy and his family rulling everything and at 1 point people will go crazy and riot . Djibouti is lucky it has a population of 900k. If it had the same population as somalia it would have gone down a long time ago
