This will incentivise Somalis to move to cities in which their qabiil is not dominant to the point that each city will become a mixed city.

Then the government should institute legislation stating that a qabiil cannot make up any more than 30% of Xamars population.

Qabiil will exist but qabiilism will die.

Arab tribes offer allegiance to whichever family or tribe that's strong enough to unite he people in a particular region or area for example Al saud is from a smaller tribe from Dari'yah tat was able to bring into its fold biggest tribes in that country.

Qabil politics doesn't work in somalia as we can see how dysfunctional the country is. Federalism based on Pre 1980s regions or the current 18 regions is best for the country as that will address what the people and locals needs terms of economy and development

Furthermore, if one qabiil starts violence in another city, their relatives will face violence in another.

Most of the nations in the world are a colonialist project, yet you don’t see them complaining.

In fact, Somalia is lucky to be a colonial-created country with a homogenous population.

The EU is not a confederation as it has too little power as an independent body.

Generally, in a confederation, the governing body has some independent powers. EU barely has any.
