In this system similar to the Swiss Model, you would have highly autonomous states that are left to their devices bar free movement, a national military, immigration and foreign relations. Picture this as a European Union + more in Somalia
This means that SL PL and whatever the south decides to cut itself into will be free from each other and any perceived overlord in Mogadishu, yet will still be able to operate and conduct commerce.
*Independence of the two regions must be recognized first and then they will have appropriate leverage to negotiate their terms of entry*
What needs to be ironed out is how to elect representatives to the confederal govt and ensure people aren't disenfranchised no matter how little power this national govt may have. As well, dispute mechanisms between potential members need to be agreed upon.
Now even further down at the Communal level (Cities and subregions)
Critique I can think of the System
- Corruption duh
- SL and PL need to subscribe and solve SSC dispute to make this work
- Al-Shabaab needs to be eliminated before an even looser Somali state will be established
- Managing foreign relations since the states will have very different interests

The room to manoeuvre of the cantons
Under the Federal Constitution, all the cantons have equal status and rights, namely in the following policy areas:
• budget
• political system
• taxation (since they can levy taxes)
Each canton has its own constitution, acts, parliament, government and courts.
The cantonal governments are also elected by the people, in most cases under a first-past-the-post system

• schools and welfare provision
• energy supplies
• roads
• local planning
• local taxation
