What’s Puntland, is it a nation-State or a federal state? There is not a single federal state in other federal countries where they’ve their own constitution, army and foreign policy. Two years after Qatar was accused of sponsoring terrorism abroad – and isolated by many Gulf states and their African counterparts – comes the news that Qatar may well be coordinating attacks in Somalia.



The New York Times reported Monday that it has possession of an audio recording made by “a foreign intelligence agency opposed to Qatar’s foreign policies” that suggests Qataris were behind a May bombing in the port city of Bosaso in the Puntland region.

The cellphone call between the Qatari ambassador to Somalia and a well-connected Qatari businessman says that Al Shabaab militants are acting on behalf of Doha in order to drive out the United Arab Emirates (UAE) and its interests.

“If confirmed, the claim of the Qatari businessman, Mr. al-Muhanadi, would suggest that Qatar had at least tacitly condoned the attacks by extremists in Bosaso even as it helped the government fight extremists in Mogadishu,” the Times reported.

The Emirati interests include global shipping giant DP World, which manages the Bosaso port. A DP World executive was killed at the Bosaso port in February in an attack for which Al Shabaab claimed responsibility. The phone recording of the conversation includes, among other things, the claim that the port contract will go to Qatar once the UAE is pushed out.



According to the Times, a spokesman for the Qatari government said the contents of the phone call, if true, are inconsistent with how the country conducts foreign affairs and, they added, “anybody doing so is not acting on behalf of our government.”

The ambassador said he was speaking as a private citizen and not in his official capacity.

The news comes as Libya, Sudan, and other North and Horn of Africa nations are closely watched for signs that the Gulf rift – pitting Saudi Arabia, the UAE, Egypt and others against Qatar and Turkey – is escalating.

The problem is that secession from Somalia is not possible. Somaliland has a history of being an independent country, and they have not been recognized for almost 30 years. So the only choice Puntland has is to operate as if it is an independent state. What you are saying would make sense if it was possible to just leave Somalia, like Scotland could chose to leave the UK but that is simply not on the table. The Congo a country that is even more chaotic and fragmented than Somalia has not broken up. What does that tell you? It tells you that the west will simply not allow any changes to the map of Africa without its express permission, e.g Eritrea & South Sudan.

With the issue that somalia was a tribal government with the high position being certain clans. The western world remembered colonial days and accepted that education for these clans was of high inportance. Without it they simply couldn't be in charge of a nation. Sorry but you see Somalia is not like any country, its shame to try to compare another countries to Somalia. even Pak and Indian on their media angry when comparing to Somali. PL will do its own matters until other states build their states. When you reach PL level without amisom guarding you, come to us. A better option would've been if Puntland and Somaliland jointly and in unison sought recognition and created a new single sovereign country. At-least, they would've managed to spend their meagre resources to develop themselves rather than spend it on militias and be at war with one another for 30 years. By now, they would've been in a position to grow economically and militarily and cleanse the terrorists from the South without the need of foreign forces.
