It’s a lot of money for GM, total revenue for Galmudug is around 7 million and budget support was 6 million. This would see budget support down below 2 million.

Galmuug is self sufficient and a patriotic state. We should be the ones giving money to our SFG to become stronger. This is why I want President and PM Hamza to help us with a billion dollar port in Hobyo so we can contribute money to SFG tax

Yes. I wouldn't waste my time on this. Puntland/Deni is trying to undermine PM Hamza's government because they asked HSM to replace him with a MJ. Remember it is PM Hamza who has the power and influence not Deni and not Puntland.

Nonsense. Puntland and others need to start paying tax to SFG like everywhere else in the world. IMF also demands this.
The World Bank issued a report 2 months ago titled "COLLECTION OF POLICY NOTES FOR THE NEW SOMALI GOVERNMENT" and one of the points was:
"Adopt a rules-based fiscal transfer formula between the FGS and the FMS to promote predictability and transparency in intergovernmental transfers, including those financed through budget support", after they mentioned the agreements on revenue sharing, I don't know how will they respond to this dispute and whether they will continue with the budget support or not but it's not a good look.
on the tax part PL already pays $3 million monthly to the daraawiish forces and that's FGS responsibility even PL agreed with HSM in his 1st term to transfer PL military to them but they reneged, or do you want PL to pay taxes to FGS without sharing the responsibilities, that's not gonna happen. also what we're talking about now is donors' money and how to share that and not related to taxes.

Fair points. However this is a complex matter. For example will each state get equal money from FGS or does Puntland want more. This will takes years to sort out. We need a census to know what the population is for the country. The census could be used to determine how much money each state gets. Puntland needs to negotiate with FGS in how it will pay tax. SFG would be more than happy to take the burden away from Puntland and directly pay for its security forces. So this is not an excuse to avoid paying tax. Otherwise it would bot be fair on Benedir state which contributes 60% of SFG's revenue. I think the IMF wants SFG to push all states to pay taxes so that IMF can begin to stop contributing to SFG budget.

Since Mogadishu alone contributed over 60% of the budget support to SFG and Puntland and others contributed zero than I think it is fair that SFG controls 90% of the budget. Puntland already gets millions of direct aid from the international community along with Somaliland The 40% from IMF is temporary and the support is emergency until SFG can stand on its own feet.

Eh Hamza can be replaced at will and has to answer to HSM. Deni is Puntland leader until 2025.
