You have to also have, the management of the newly planted trees. Why not instead of the prison, they can be sent on a tree planting campain, an electronic tag can be put on them if they decide to take their chances in baadiyo.
So they can calculate the number of trees needed to plant by, taking into account how many trees they cut down, and use that to calculate how many trees they would have cut had they been left unabated for the number of their sentenced years. Then make them plant those number of trees and IF there are courses in land management they should be incentivised to take such courses. because majority of the civilians that are doing the charcoaling are looking to make ends meet, if they're punished harshly for it, it's not going to give them enough trust in order to participate in society, so education is better at first. IF they are persistent then f*ck it, sent them to the dungeon and throw away the keys (figuratively)
