Somaliland gets IC funding independent from Somalia. If others decide to leave they’ll get the same amount of funding dollars as well.

It’ll be better off for the regional states to get direct funding anyway. Everyone knows Mogadishu always takes a cut for themselves before distributing funds to the regional states. Look at Beledweyne for example.
