If Banaadir is becoming a state the capital might as well be moved to Baidoa. If Reer Banaadir don't want to lose their 'capital status' they should rid themselves of these dreams of Banaadir state.

No it wont work. Daarood will have three powerful FMS you need their three equivalent that are powerful too and can get their share of Developments and funds not some no man's land that every one can claim it
Secondly Banaadir to have represrntation abd stay the capital it needs to be based on 4.5
Therefore, for Hawiye of Xamar to have real represntation that are not based on 4.5 they need to merge with Middle Shabelle and central Mogadishu will be like Washington DC without representation but with an elected local Govt. Anything out of this centre will be Hawiye goof no SFG or other clans will be able to use it so they gonna let Hiiraan be the 7th FMS and make the greater Banaadir part of Middle Shabelle. This way we will have three FMS+Central Mogadishu as the Capital.
