Puntland brought along both facilities during its Cal Miskaat operations against ISIS.
 
You’re too dumb for this stick to dusty tuulo comparisons, Turkiye transports weapons through its own state owned vessels and guards its arms shipments and does it according to international law.

These weapons were being illegally smuggled by HSM’s trusted middle men for his own use, most likely against the Mogadishu based opposition.
So why did some of the military equipment have the Turkish flag attached on it when being shipped?

The FGS clearly said on the statement it was intended for the Turkish military camp which is under the control of the Turkish Government. Are you so illiterate that you cannot read or your stating the FGS are directly lying on the Turkish government?

Just because those MRAPS had the Turkish flag on the back doesn’t mean they are legitimate weapons transport, especially not if it was intended for Turkish needs in their colonial fort military base in Mogadishu.

I want Puntland to rule Somalia. I want to implement federalism in Somalia, build a strong limited FGS and stop secession. I want a federal government capable of someday taking advantage of state collapse in Ethiopia, and that can move to absorb the Somali Region. I think Ethiopia can be defeated and I can get back my hometown of Dogob.

I want a strong FGS so I can rule Dogob from Gaalkacyo.
I don't want my beautiful Dogob to remain forever under Christian xabash rule.

It is not necessary that we love each other in order to share a state and make it strong. We only need to have shared interests and a longterm view that we have bigger enemies.

I would rather that Dogob be ruled by Hawiye in Xamar than by pagan Oromo in Addis.

An independent Puntland would be a Ψ―ΩˆΩŠΩ„Ψ©, a state with no independent foreign policy forever at the mercy of Addis Ababa. It would also mean the death of any hope of Somali ethnic unification. I find that unacceptable. I would rather be ruled by Hawiye forever than let that happen.

Hassan Sheikh Mohamud's federal government issued their press release on July 23rd claiming the vessel was "on route to Mogadishu Port, transporting military equipment destined for the TURKSOM Military Training Centre" and that "the cargo was legally authorized and fully compliant with both national and international laws."

But here's where it gets interesting - Puntland's statement reveals they seized the vessel on July 18th after it was "loitering for two days near the Bareda coast." That means this "legitimate federal cargo" was sitting in Puntland waters doing circles for 48 hours. Since when do legitimate government shipments loiter offshore for days without any federal communication?

The federal government's constitutional argument is particularly rich. They cite Article 54 claiming "exclusive mandate for national defense, both on land and at sea" and call Puntland's action "a direct violation of the Provisional Constitution." This from the same administration that unilaterally amended that constitution in March 2024 without state consultation, destroying the very cooperative federalism they now demand respect for.

What's most damaging is the operational timeline. Hassan Sheikh Mohamud stayed completely silent from July 18th when the vessel was seized until July 23rd when he finally claimed ownership. Only after "Somali traders based in Mogadishu contacted the Puntland Government" and "the Turkish Ambassador to Somalia reached out" did he suddenly discover this was federal cargo. That's not how legitimate government operations work - that's how you behave when your covert operation gets exposed.

The constitutional hypocrisy here is staggering. Hassan Sheikh Mohamud destroyed federal cooperation through illegal constitutional changes, forced Puntland to withdraw from federal structures, ran what appears to be weapons coordination for tribal proxy warfare (the Dhahar operation was happening simultaneously), then demands constitutional authority when his operations get intercepted. You can't break federalism then invoke federalism when convenient.

Puntland's response is constitutionally sound - they're defending federal principles against an administration that systematically violated them. When Hassan Sheikh claims "any unauthorized interference threatens both national and regional security," he's describing his own actions perfectly. The real threat to Somalia's federal system isn't Puntland enforcing maritime security - it's an executive branch that weaponizes constitutional language to cover operational failures.

This represents the breakdown of constitutional governance through institutional capture, where democratic processes become weapons of political warfare rather than mechanisms of legitimate authority.

In a meeting with the Turkish ambassador today, I was informed that the MV Sea World vessel was carrying military equipment for TURKISOM. The Amb stated that he reached out to Puntland but to no avail.
In this view, Puntland has legal obligations to release the ship without delay

a) Turkish Ambassador, Mr A Aktas contacted PL, and was asked to provide cargo manifesto 5 days ago, yet he disappeared now knocking on doors in Nairobi,

c) From a diplomatic protocol perspective, the Turkish Ambassador should follow protocol, and contact the Foreign Ministry.

Someone redirect the good Ambassador to the Minister's MFA office.
