They should put strict rules on the FGS. Every weapon needs a serial code so if any corrupt official try to sell these weapons to some clan militia it can be tracked.

The FGS needs a monopoly on violence. There needs to be a ridged system to get even the most basic equipment yet alone the most powerful stuff.

We can not afford anything to fall into the hands of men that'll sell the weapons on the black market, in turn leading Shabaab getting their hand on it. This is what happened in Afghanistan.

I think the issue isn't the import but where those weapons end up. If some sell them off for a quick buck you'll see clan militia running around with them. The FGS can not let this happen.
