They have no hope of annexing Jubaland. Remember that Kenya is a democracy. The Kenyan government received a lot of blowback from the population for joining Amisom and entering Jubaland, not because they are against those ideas but because of the Al Shabaab attacks that resulted from those moves. Attempting to annex Jubaland is political suicide because of the chaos it would unleash in Kenya.
Al Shabaab attacks and presence in Kenya was close to zero until they involved themselves in Somalia. Additionally, Kenyan soldiers have been getting slaughtered with especially traumatic incidents like Ceel Cadde.
The plan with Jubaland is to keep it as a sort of buffer zone - a place where the KDF is able to operate freely with a friendly administration.
I am more worried about the disputed waters since we have no navy.

Kenya is so amateur its silly. Firstly the economy is so heavly depednt on somalia. they are super afraid that if Somalia get strength and power the Somalis living in Kenya will become the 5th column.
