I seen a video where this madow guy was explaining why Somalia is in the state it is, it was something a long the line of “they are too independent to be ruled” and the Somalis were taking that as a compliment, imagine thinking that’s a compliment. You would rather live in a shithole and be the laughing stock of the world than to live in peace and be ruled.
I think the best way to solve Somalia's problems is by educating people on the credibility of clans. Somalis clans are fake, not real. It's more of a confederation rather than the flawed traditional lineage. There are Somali clans who have traditional lineages claiming to be descendants of Banu Hashim Arabs even though that was debunked.
We could educate them by telling them:
"Your clans are nothing more than a confederation! It's not a real thing so your basically fighting for something so useless, you might as well fight for Santa Claus or Dhegdheer. We are all brothers and sisters who have more in common than what divides us, let's emphasis on what unites us instead. We all speak the same language, have the same culture, we look the same, we share the religion of Islam, we are the same sect (Sunni) and we share the same school of Islamic jurisprudence (Shafi'i)."

We should also give them Sahih Hadiths that debunks tribalism and it's something condemned in Islam:
Wathila ibn Al-Asqa’ reported: I said, “O Messenger of Allah, is it part of tribalism that a man loves his people?” The Prophet said:
لَا وَلَكِنْ مِنَ الْعَصَبِيَّةِ أَنْ يُعِينَ الرَّجُلُ قَوْمَهُ عَلَى الظُّلْمِ
No, rather it is tribalism that he supports his people in wrongdoing.

Jundab ibn Abdullah reported: The Messenger of Allah, peace and blessings be upon him, said:
مَنْ قُتِلَ تَحْتَ رَايَةٍ عِمِّيَّةٍ يَدْعُو عَصَبِيَّةً أَوْ يَنْصُرُ عَصَبِيَّةً فَقِتْلَةٌ جَاهِلِيَّةٌ
Whoever is killed under the banner of blind following, who calls to tribalism or supports tribalism, then he has died upon ignorance.

Jubair ibn Mut’im reported: The Messenger of Allah, peace and blessings be upon him, said:
لَيْسَ مِنَّا مَنْ دَعَا إِلَى عَصَبِيَّةٍ وَلَيْسَ مِنَّا مَنْ قَاتَلَ عَلَى عَصَبِيَّةٍ وَلَيْسَ مِنَّا مَنْ مَاتَ عَلَى عَصَبِيَّةٍ
He is not one of us who calls to tribalism. He is not one of us who fights for the sake of tribalism. He is not one of us who dies following the way of tribalism.

we have people who would protect and shelter a rapist because he’s their qabil, until such people don’t exist in our nation, Somalia will never be peace.
