Somalis have only ever been unified when faced with foreign, existential threats, usually achieving excellent results, until tribalism would inevitably rear it's ugly head.

1) Adal Sultante under Imam Ahmed Gurey (AUN) had all northern Somalis fighting under one banner, regardless of tribe, and as a result, all of Ethiopia was nearly conquered and our lands restored before the Imam's death.

2) Ajuraan in their wars against the Portuguese Empire similarly unified all southern Somalis under one flag, and as a result, dominated the Indian Ocean for centuries and led conquests as far south as Mozambique and as far north as Oman, whilst routinely defeating the mightiest European power at the time.

3) Even the Dervish resistance originated as a Somali nationalist group involving the Dhulbahante, Habr Yunis, Ogaden, Dir, Habr Jeclo, etc., all tribes who had previously fought with one another at some point, but were (at least initially) unified in their war against the British.

A successful Somali ruler would need to place Somali nationalism over local tribalism, and would also need to provide our warlike people with a litany of never ending enemies to fight so that we did not fight each other. If the Somali people are collectively fighting for survival/expansion/conquest, you won't have the energy or resources to fight petty tribal wars over wells and goats.

Monarchy is a complete waste of time & resources.

In an ideal world, i'd like Somalia to have a Right-Wing Authoritarian gov't that can modernize Somalia beyond recognition, but unfortunately that will probably never happen.
