Somalis didn't vote for Raila out of love. They hedged their bets and wanted to be part of the ruling coalition this time rather than mostly opposition like last election. Funnily enough, the vote went the other way.

I see Aden Barre Duale going back to be Majority Leader.
For Garissa County: Nathif will have to be a puppet for the two families and ditch his former ally MK Roble. Cowliyahan have to be satisfied that their son is governor only. No more development for Garissa!

If delivers the Garissa-Dhadhaab road, extends the national grid, completes the Garissa-Mandera highway, that will be a significant achievement for him. Anything else is a bonus.

As for Nadiif, he is a hostage to the two families. He will have to do their bidding or he will have the same experience he had the last 3 years of his term. Whatever the case, the real losers are the people of Garissa. Ree Barrow and Ree Barre Ducaale are only interested in enriching themselves. I think the national grid electricity was promised during Kibaki time. I remember we used to have blackouts 2010/11.
True Aden may bring few developments to Garissa, Idon't think he will do anything else for NEP unless it's national government policy. Nathif knows how he suffered last time (lost his brother).
