Why Somaliland region will lose even if a referendum was ever granted

I think the Somali federale got sound insist in keeping at least Sool and half of Sanaag.
A nation wide referendum would be the best outcome for S/land separatist and the worst for Somalia. The reason why I want referendum in each region is because I dont want Somalia to abandon loyal unionists in eastern somaliland
My proposal is this.
Somaliland accepts to give Somalia Sool , half of Sanaag and part of toogdheer and Somalia in exchange immediately recognises somaliland allowing them to have international recognition. This would be the most concrete chance for somaliland to achieve independence and it would be dumb to refuse.
Somaliland will have 3 options
-Accepting this proposal
-Giving up separatism and join Somalia with an autonomous status
- keep the status quo and stay another 30 years without recognition.

The first 2 options are the best for S/land.

No need to negotiate with SLand. Forget sool and sanaag but even Hargeisa itself is part of Somalia.

Nothing will change till Xamar and central government stabilizes. So I see no point in paying attention to Sland
