Let us take a look at the Constitution of Puntland and you realize why Puntland is a bigger threat to the unity of Somalia than even the self declared Republic Somaliland or foreign entities like Ethiopia and Kenya.

Article 1 section 1-4
Nothing special in the first two section of the article one. The first one says that Puntland is part of Somalia and has a duty to help Somalia to implement a federal system. In the second section it says that Puntland will go into negotiations with the federal gov to decide the new power sharing system. Till here it sounds still reasonable. How ever let us take a look at the third and fourth section of the first article.
The third section is very problematic and shows the true Colors of this clan enclave region. It says until Somalia gets a national one man one vote constitutional election, Puntland will operate like an independent country. Who gave them the right to decide this ? This is the first step of separatism and shows you that PL has no intentions to be part of Somalia. Where is actually the difference to Somaliland, despite them claiming with their tongue that they support a Federal Somalia ? They want to operate like an independent country, but still compete to be the president of the FGS ? A soon as one of them becomes President or PM they would immediately change. I think the main reason they hate N&N is that the IC recognizes only them as the sovereign entity of the country, hence PL always cut ties with the FGS or even called for "Confederalism" recently.
The fourth section is even worse. It literally says if Somalia does NOT implement a federal system OR Somalia stays unstable - In either of the two cases Puntland has the right to rethink all of the above mentioned sections, which includes that Puntland is part of Somalia. Yes you are reading right guys, they actually have a secession clause, if Somalia for example wants another system than the federal one.
Article 5 section 1
The first section of the fifth article is again a good representation for what Puntland is. Their claimed borders are not problematic in Bari and Nugaal, since this two regions are mainly inhabited by one clan, due to the lack of resources. It becomes problematic when they want to split 4 of the 18 regions that Somalia used to be pre civil war. They claim that every district that has a few Harti is part of their region. This includes Togdheer, Sool, Sanaag and Mudug. This is NOT federalism, but tribalism and won't work, because every of the 18 regions, except for Bari and Nugaal is shared between many tribes. We the outcome of this system in the south, especially in the south.
I could go on and on with the "constitution" of Puntland but let us finish with one funny article.

"The people of Puntland have the nationality of Puntland". No comment from me, because section two is even funnier. "The citizenship of Puntland will protected by a special law and there will we a special law that will decide how one can get or revoked his PL citizenship." Wallahi you can't make this shit up.
It is funny how Puntlanders ... sorry i meant "Puntites" (Don't forget they have a nationality) use terms like secessionists when they are the biggest pseudo secessionists out there. Why can't they just choose a side and then stay there ?
