why do some people use refugee as an insult?

if any nation experienced civil war or some form of turmoil there would be many people of that nation seeking refuge elsewhere

True but unfortunately every society has some type of hierarchy and refugees happen to be at the bottom of the list. No one ever thinks it’ll happen to them til it happens.
