During my exchange program in Japan for school, I went to different night clubs/parties that had us international students frequent. What I found was that Russian Women (eastern european for that matter) and south americans were hotter on AVERAGE than other women.

I've said this kind of thing ad nauseum at this point but it really, at its core, is about a healthy, well-developed facial structure and how close you are to that + a health signaling physique (lean and somewhat muscle for a man and slender but also with full breasts and hips for a woman):

Honestly, a good facial structure is attractive in any skin tone and with any hair texture or adjoining "unique" features like epicanthic folds found among East Asians and groups like the Khoisan.

Just take a look at this young lady, for example:

She's quite dark yet undeniably beautiful. Why? Well, she's got a good facial structure. Defined and well-developed jawline, straight teeth, non-gummy smile, prominent chin, high cheek-bones, good symmetry... these sorts of features alongside others like even higher cheekbones and hollow cheeks (the modelesque look) occur everywhere in the world if someone wins the developmental lottery and looks how a Human ideally should look and once you have these features down things like your skin tone, hair color, eye color, epicanthics or no epicanthics, hair texture or whatever else may as well be little embellishments at best. Most folks looking at such a person will find them pleasing to the eye.

Complexion, hair texture and some unique regional features like wide & flat noses vs thin & pointy ones, epicanthic folds or the absence of them... these are fairly arbitrary and a person's preference once the basics above are satisfied, I would say. Plus, humans are pretty weird and complex animals. A strong emotional connection can enhance your partner's looks to you to quite a high degree, for example.

I agree to some extent, a well developed face signals that you can resist enviromental stressors, stressors which can often lead to improper craniofacial form, asymmetry etc... so proper development is very important in attractiveness, but if this was the most important thing, than Australian Aboriginals back in the day would be among the most attractive people, which is honestly not the case.

Things like sexual dimorphism and paedormorphism are probably the main reason they are largely not great looking, and are objective correlates of attractiveness IMO.
