If you own a business and don’t pay tax to Al Shabab, you will get killed. How can Benadir state stop that?
There are plenty of ways intelligence/police can counter extortion.

Attacking taxmen who come in person, dummy corps or a dummy manifest, attacking tax checkpoints or atleast tracking them, monitoring data out of telecom/mobile banking companies, etc

The higher hanging fruit require the NISA but since its run by Mahad Salaad I wouldnt hold much hope in that direction.

The core issue is security. Can security be granted to businesses who refuse to pay Al Shabab tax? The answer to that is no. There are just too many businesses. If Al Shabab can assassinate the damn governor of Xamar in his office, there is no hope. We can’t even hold presidential elections without AMISOM.

Of course security is supposed to be ensured by NISA and the police who burn AS every time they put their hand in the cookie jar.

The military is unfit to handle extortion cases but intelligence agencies throughout Somalia are busy doing igu sawir with mines they “caught”.

That question can only be answered by Fahad Yasiin and now Mahad Salaad.
