I really think this is the case and I attribute a huge amount of it to The implosion of Somalia in the early 90s and the resulting huge somali diaspora in the west created an opportunity for somalis to acquire unprecedented amount of skills,capital, and connections. The amount fo foreign investment,technology and knowledge brought back by the the diaspora or through thier connections is an extremely underrated factor in somalia's progress.

Rapid transformation in countries generally comes from several variables being aligned at the same time.

Somalia now has the diaspora which is producing its first real large skilled cohort with its poltical influence and wealth only gaining momentum + decentralized growth from the bottom up over the last decades with a huge amount of services accessible to people at the local level + large local somali companies which are able to co-ordinate projects with the govt ( a lot of you guys have no idea how rare this is in africa) + oil money which will give the government enough revenues to encourage centrtralization and do infrastructure projects without having to borrow billions in debt + increasing safety and intrest leading to foreign investment in somalia.
