Mark my word now, Hartis are only going to be defensive not 'prevention', they let the enemy go and who will come back, when they should move the battle to Burco and create bases around there on the principle of 'preventing' further conflict or a buffer zone.

America doesn't sit there in defense waiting for their enemy to strike their land, they have bases world-wide to prevent the conflict reaching their land.
