I think this is a better idea but I imagine the government thinks it's not feasible for whatever reason. Maybe it's because a large portion of the population is nomadic and difficult to access. Or maybe the program would be expensive and not yield enough benefit.

I wouldn't imagine its that expensive making ID cards they don't have to be state of the art for now just a simple one with maybe one security feature or water mark and besides its not the nomads you have to worry about the "trouble makers" usually operate in the cities high population areas
