Why does “God” need all these scary monsters to punish people he himself “misguided”. Didn’t he say in the Koran while chastising dejected Mohamed crying over his uncle’s refusal to say the shahada that ‘he alone, guides and misguides people’? The Quran explains itself clearly, the only people who Allah refused to guide are the fasiqoon.
The word fisq in Arabic was used to describe a fruit that rot from the inside so much so it began to manifest on the outside too, there is no equivalent word in English to describe this in a single word.
The implication here is the same with human's, these are the people who Allah refuses to guide, because they themselves refused guidance.
The ayah's are very clear about this (English translations are poor because language is limited)

He misleads many thereby and guides many thereby. And He misleads not except the defiantly disobedient (faasiqoon)

1. Break the covenant with Allah - The covenant spoken about here is the natural innate predisposition every human has to believe in his creator.
2. Sever that which Allah joined - This refers to breaking the ties of kinship.
