It was obvious that the MoU was a high risk action. The AU's constitition has it enshrined that the teritorial integrity of all its member states (which includes Somalia) is to be respected and not meddled with. Ethiopia therefore would be breaking a major convention by recognizing Somaliland and would risk losing their status.
