Back in March, Mattis noted that the current status quo is a blessing to AS because Somali soldiers abandon their posts due to being under-equipped. They endorsed Farmaajo's security plan in the London conference but things changed after the zoobe bombing:

Tbh there's ways around the embargo though it's mostly revolves around the black market in East Europe

Arms for what army, the SFG doesn't even pay it's military sometimes for more than half a year at a time. There's no one else to blame. Last time the UN loosened the arms embargo, weapons destined for the Gov ended up in the black market, shabaab hands, & clan militias
