I saw a video of a while ago of a guy convicted of aiding shabab to do assassinations in gaalkacayo. His whole reason was to “save more money”- no ideological leanings whatsoever. Poverty does crazy things to people minds. I think there are more unsuspecting people like that guy who covertly help these groups for financial reasons. They would need these covert agents to help smuggle in fighters and weaponry, track troop movements etc. It doesn’t help the xawaala system is so badly regulated and that Somali internet is not really monitored. Western governments stop a lot of things in their tracks by internet companies/ schools flagging people accessing or posting hardcore Dacish material.
