This is nothing more than political maneuvering, to come off as strong to his populace. Uhuru knows Kenya doesn't have the capabilities or public backing for a long stay in Somalia if the government tells them to leave. This last stunt to postpone the ICJ decision only gave them two months to get their affairs in order things will be moving very quickly once that court decision comes. The investors that have already signed deals with them regarding the waters will back off/ ask for their money back. If they pull any hostile maneuvers after that towards Somalia it will be under our jurisdiction to have AMISOM/EU remove them from the contingent. They will have no grounds to be there and the SNA/Government will have to make moves if they don't comply. Personally I think the Kenyans will comply with it once our partners in the region, Ethiopia in particular will pressure them as well as international partners. We don't have to fire a single bullet to have them gone.
If they choose force, it will be adding insult to injury. Defeating them diplomatically and then showing the world the capabilities of Somali fighters. The government and allies will have to arm the areas near the Kenyan border with heavy weaponry and at that point send reinforcements if it's necessary. But the border areas will be able to defend our positions just fine with more equipment etc
