The Somali government fail the four most basic requirement of a functioning government:

1: Control sufficient land - Large swath of the country is under Al-shabbab and the remaining is under clan based federal states
2: Monopoly of violence - Every citizen can exactly revenge and get away with as seen by the drive-by shooting of yesterday
3: Rule of law - Laws even the constitution are daily being ignored
4: Provide basic services - Neither the Somali govern or federal member states provide basic services such as healthcare and education

Somalia has been classified as a failed state since the civil war it is not a streech to say they have been a functioning government besides the name
