They were supposed to organize them carefully and put them in different areas. The officials said nah at the last moment, and the prisoners held guards hostage.

They could have done this safely, but know they have thousands of criminals running through their town. And these are state run prisons so let’s just say they aren’t shoplifters here

I actually feel for Brazil to be honest, they have so much potential to become a developed country but they have so much corruption, crime and unequal levels of poverty that it holds them back so much. The Portuguese imported so many African slaves that after they gave them their freedoms, they didn't know what to do with them, so they allowed them inter-mix with the natives hence why you have mulattos everywhere in Brazil. The rich European Brazilians in the South of the country decided to create gated communities for themselves and keep most of the wealth with them.
