They need to send the uzbeks, Tajiks and others back to their lands. Too much cuqdad for the landheere pastuns.

This is what I do when assessing countries, it's repeatable.
1. How it was founded(violent war or insurgency, bloodless coup, historical, Constitutional elections).
2. Bloodless coup shows they have a bit of 'smarts' since it didn't cause blood-shed but it didn't respect the will of it's people or previous system, something similar will always be plotted against it locally, so it will be highly surveillance state while also lookin for 'fictional' enemies.
3. Historical is kingdoms and they can keep it stable as long as it has historical legitimacy and well embedded in their society. To remove these u need them to 'vacate' their role. Their are instances were violence was used to remove them like amereica but I consider that very un-wise. Popular elections is a different story as the king would need to 'accept' the ppl can 'vote' on their role.
3. Violent systems who came thru war like South Sudan, Taliban, SL, Eritrea, and many more. These areas will fall to violence either internally like south sudan did or they will fuel violence regionally and world wide if they can hence proving not a 'good partner' for any nation. They need 'enemies' to keep their ppl occupied due to the horrendous 'founding' of the system.
4. System Elections either direct or indirect but based on a constitution(an agreed system) by it's society, these will fall to 'elections' only, many try to use other routes but it will always be seen as 'small group' tryin to over-ride the will of the whole ppl and will be called rebels or terrorists.
